1. BACKGROUND OF THE PROJECT 
The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Ag-riculture (PRISMA) is a five-year program (2019 – 2023) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia. The program will build upon the achievements and results of Phase 1 (2013-2018), using a market systems development (MSD) approach to support inclusive economic growth in Indonesia’s agriculture sector.
PRISMA will improve smallholder farmers’ competitiveness and access to new markets, better inputs, know-how, and technology. It will aim to achieve a sustainable 30% increase in the net incomes of a further 700,000 smallholder farming households in Indonesia by 2023 (a total 1 million farming households). The program operates in six provinces: East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), Papua, West Papua, and Central Java. 


2. PURPOSE OF THE POSITION
The Business Consultants (BC), under the direction of the Senior Managers, will be supporting Prin-cipal Business Consultants (PBC) and Heads of Portfolio (HOP) to implement Market System Strate-gies (MSS) and manage interventions for various sectors within Portfolios.


3. ROLES AND RESPONSIBILITIES
The Business Consultants (BC) will be expected to lead and support a number of partnerships com-prising simple business models, including pipeline interventions. The Business Consultants (BC) will be expected to provide input into sector strategy development and reporting, for their Portfolio. 
Specifically, under the guidance of the Senior Managers, the Business Consultants (BC) will be re-sponsible to:
  1. Undertake data collection and research to analyse the root causes and dynamics that shape the behavior of market systems for the relevant sectors in the portfolio.
  2. Contribute to developing the Market System Strategies (MSS) for selected commodities, de-sign sustainable and inclusive business models (from simple through to moderate) to increase sector competitiveness and achieve wider systemic change.
  3. Undertake Gender and Social Inclusion (GESI) analysis and identify opportunities in interven-tion design and discuss these with the Gender and Social Inclusion (GESI) team.
  4. Support (but not lead) in negotiating deals with private/public partners to implement simple in-novative business models and ensure that deals negotiated contribute to the MSS and are consistent with the overall program strategy to achieve wider systemic change.
  5. Support private/public partners to develop detailed workplans and budgets as the basis of partnership contracts for simple business models and prepare any contract documentation for partner contracts for Quality Assurance (QA).
  6. Implement designed intervention strategies for simple to moderate business models and ad-just the strategies based on progressive assessment of the intervention against the Market System Strategies (MSS) and with support of data from the field to achieve wider systemic change, including copying and crowding in.
  7. Provide accurate monthly forecasting of intervention budgets based on regular monitoring of partnership contracts and be accountable for monthly invoicing of interventions under the BC’s direct management.
  8. Contribute, but not lead, to any sub-national policy engagement work related to the interven-tions, and ensure the contribution is coordinated with the policy engagement team.
  9. Manage all partnership contracts for simple business models that are the direct responsibility of the Business Consultants (BC), including close monitoring of contract end dates, amend-ments, and adherence to PRISMA policies and procedures.
  10. Conduct regular monitoring and, evaluate interventions under the responsibility of the Business Consultants (BC) and use the findings of the assessment to revise the Market System Strate-gies (MSS).
  11. Regularly revise impact projections for all interventions (on-going) under the Business Consult-ants (BC) and update the project management tools, on a regular basis.
  12. Document sector-level learning and support senior managers in identifying key learnings and findings that can be used by the communications team to develop learning and communica-tion products for a wider audience.
  13. Contribute to regular reporting including but not limited to progress reports, back to office re-ports, monthly donor updates, and generate sector-level reports as directed.
  14. Actively participate in program learning events and capacity-building activities.
  15. Undertake administrative tasks as required under the operations manual.
  16. Be an active member of the portfolio team and contribute to a positive, constructive, inclusive, and mutually supportive culture.
  17. Undertake travel as required for monitoring and relationship building with relevant stakeholder
  18. Undertake training as required by the program to improve technical and interpersonal skills.

4. FUNCTIONAL RELATIONSHIPS
This position:
  1. Reports to the PRISMA Head of Portfolio (HoP)/Portfolio Adviser
  2. Closely cooperates with team members in other commodity sectors.
  3. Works closely with result measurement team, the Policy Engagement Team, the Gender and Social Inclusion (GESI) team, the Communications Team, and operations teams
This position is not expected to:
  1. Lead any interventions, with the exception of simple business models
  2. Undertake quality control of interventions
  3. Lead pipeline interventions
  4. Lead sector or cross-sector strategy development or reporting
  5. Undertake Government of Indonesia (GoI) engagement
  6. Manage the portfolio budget
  7. Coach other staff members or be a buddy

5. KEY SELECTION CRITERIA
Essential
  1. At least graduate level qualifications in economics, business administration, marketing, agricul-tural studies, finance, social sciences, or an equivalent discipline.
  2. A sound understanding of business and economics of how markets work, specifically in Indo-nesia.
  3. Demonstrated negotiation skills.
  4. Strong interpersonal skills to be able to work with partners and in teams.
  5. Ability and experience in business plan development.
  6. Fluency in English and Bahasa Indonesia in both verbal and written skills.
Desirable
  1. A good understanding of the potential contributions that agriculture can make to economic growth in Indonesia. 
  2. Familiarity with international donor systems and requirements, DFAT in particular.
